European stocks set for lowest close since August. Car makers slide as Volkswagen scandal deepens. Car makers post some of the biggest losses in Europe on Tuesday after calls for a wider probe of the industry in the wake of Volkswagen admitting to rig emission tests in the U.S. DAX emitting smoke as German carmakers plunge, Chinese concerns revive. In Europe, Britain's FTSE 100 index of leading British shares was down 2.59% while the CAC-40 in France fell 3.46%. Germany's DAX was down 3.72%. Euro zone bond yields fell on Tuesday after European Central Bank policymakers hinted at their readiness to modify or expand their unprecedented stimulus programme should market turbulence warrant further action. European Monetary Union Consumer Confidence came in at -7.1, below expectations (-7) in September. United Kingdom Public Sector Net Borrowing above expectations (£8.65B) in August: Actual (£11.31B).

United States Housing Price Index (MoM) above expectations (0.4%) in July: Actual (0.6%).
